SALARY : R 523 976.11 per Annum (PL 1)
REQUIREMENTS: Grade 12 (Matric) plus Bachelors degree in Accounting/Finance/Auditing/Payroll Administration or any other equivalent qualification in a related field. Candidate must have at least 5 years working experience in a Municipality’s payroll related field of which 2 years of those MUST be at Supervisory or Management level. Candidate must be in possession of valid South African driver’s license preferably code 08. Candidate must not have any criminal record.
COMPETENCIES: Candidate must have a clear knowledge of VIP and Munsoft operating systems. Must demonstrate high level of Communication Skills, interpersonal skills, problem solving skills, report writing skills and computer skills. Knowledge of payroll principles, practices and procedures. Deadline driven and pays attention to detail.
DUTIES: Developing and maintaining payroll procedures and work instructions to ensure alignment with the relevant institutional policy, legislation and financial/auditing requirements. Develop monthly plan on payroll processing and related reporting. Create a platform for management and resolving of all payroll related queries. Supervise and manage team responsible for payroll administration. Extensive understanding and knowledge of the application applicable to local government legislation (MSA, MFMA) and other as applicable. Coordinates and aligns financial system applications (Pay Day HR/Payroll software system super user / or system administration. Ensure monthly reports and reconciliations. Provide input into the development of payroll policies, procedures and processes. Ensure compliance with all statutory or legal requirements. Assist in identifying and adhering to fraud controls, risk prevention principles, sound governance and compliance processes and tools to identify and manage risks. Support and provide evidence to all internal and external audit requirements. Maintain quality risks management standards in line with the relevant requirements.
